It sounds to me like you have Morning Glory vines or kudzu. If you live east of the Mississipi but south of the Ohio river it’s probably kudzu. If you live north of the Ohio river it’s probably Morning Glory. Both of these guys are particulary resilient. One option is to try a 2,4,D related herbicide product. They are marketed under several trade names. Ask a nursery or fertilizer dealer for local availability. This herbicide kills broadleaves (plants that aren’t grasses) basically by overdosing then on a chemical that mimics a natural growth hormone of theirs known as an auxin. If you use a heavy dose of 2,4,D you may be able to kill them off before you try redoing the landscaping. But then the residue may cause you other problems damaging other things you want to plant later in the landscaping if you don’t give it time to lose effectiveness, but if it’s like pampas grass you’re putting in then it won’t have an effect because it’s grass. :)
As far as the BEST solution……the best solution is, if it’s not too big of an area and you have the time and ability, to do it the old fashioned way. Get down on your hands and knees and pluck the plants out of the ground anywhere plant material touches soil. Keep repeating the process until no more grows back, once won’t get it done. You can’t solve this problem with a weed whacker, these guys just grow back more vigorously, but if you keep pulling them out before they get a foothold eventually you win.
